State public healthcare in France (Assurance maladie) is not free; costs are shared between the government and patient contributions. Medical treatments and tests are partially funded by the government, with the patient covering the remainder. French state health insurance covers 70 to100% of  treatments treatment costs such as doctor visits and hospital stays. The part refunded by the French social security is soon to drop from 70% to 60%. Patients will have to pay 40% plus any private fees that can be charged for any treatments and especially specialists ans surgeons.

It is recommended to have a top up health insurance in place in order to avoid large spendings in case of illness or accidents. Top up insurance will also fund some or all of your dental care and optical care depending on the cover chosen.

In order to apply for a top up health insurance, you must be registered with the French social security.

  1. Making French social security contributions through their employer or as a self-employed person
  2. Using a UK-issued GHIC or EHIC for temporary stays when studying, or as a ‘posted’ (detached) worker
  3. Registering a UK-issued S1 form with the local CPAM office.

In some cases you must show proof of healthcare cover and you must buy private health insurance in the following cases:

  • before you can register as a resident
  • when you apply for a visa

Once you are fully registered with the French social security, you can apply for a top up health insurance called a ‘mutuelle’.

This will cover all or part of your medical costs not covered by the state. When you apply for a quotation, you should be presented with 3 or 4 different levels of cover.   NOTE: costs can double between the basic and top cover.
The difference between the different levels can be based on cover for medical private fees that practitioners in France charge more and more often, cover of a private room in case of hospitalization and better dental and eye care cover.
